Project Description

Arnold Power & Water (APAW), a partnership between Phoenix Biomass Energy and Calaveras County Water District, will be a 3MW forest biomass plant that elevates wastewater treatment decarbonization while producing carbon-negative energy.

Designed to maximize climate benefits, APAW will model transforming environmental outcomes for rural wastewater treatment facilities and forest-bioenergy sites. By co-locating biomass power with a rural wastewater treatment plant, APAW creates a virtuous cycle where each facility’s output serves as the other’s input, converting waste streams into valuable resources, all while delivering climate solutions and wildfire resilience.
