Alpine County, in partnership with Inyo and Mono Counties, today announced the release of a Request for Proposals (RFP) for consulting services to conduct a Tri-County Economic Impact Analysis of Recreation. This comprehensive study will evaluate the economic, environmental, and community impacts of outdoor recreation across the Eastern Sierra region.

The analysis will focus on understanding recreational use patterns, identifying high-use and underutilized areas, and evaluating the cost-benefit of future investments in recreation infrastructure, safety improvements, and resource management. The project is designed to deliver actionable, data-driven recommendations that will support sustainable recreation while strengthening the economic vitality of local communities.

“Outdoor recreation is central to the economy, culture, and quality of life in Alpine, Inyo, and Mono Counties,” said JT Chevallier, Economic Development Director for Alpine County. “This analysis will provide a critical foundation for balancing growth in recreation with the protection of our unique landscapes and communities.”

Key Objectives of the Study Include:
  • Recreation Outlay Development – Analyze who, what, when, where, and how people recreate on public lands to guide resource management.
  • Cost/Benefit Analysis – Assess the returns on investments such as new trails, habitat restoration, OHV access, and safety improvements.
  • Actionable Recommendations – Provide phased, data-supported strategies for funding and implementing recreation-related improvements.
