From June 2023 to December 2025, the Governing Council (formerly called the High Road Transition Collaborative or HRTC), oversaw the Sierra Jobs First process in our seven-county region and determined which projects were ultimately funded through the initiative. More than twenty members across the Sierra region were appointed to the Governing Council following a rigorous review process that ensured equitable representation of all our region’s voices, and served as the final decision-makers on funding and application approvals. Subcommittees & Industry Sector Coordinators

During late 2023 and 2024, three subcommittees of the Governing Council existed to assist in the decision-making process: Business, Workforce, & Education, Local Government, and Project Identification.
